Each butterfly represents a life
And every butterfly flying past, represents a life that has passed away.
This ending therefore foreshadows a lot of things

First of all, Echidna grasps a butterfly and then duplicates it into three. This foreshadows the Ryuzu clones.
Then, each character is shown holding one butterfly close to them. A life. I believe these symbolise the people that they love and act as mental pillars to them... I wonder who Echidna is thinking of... Every person is also shown with butterflies within them, I'm assuming these represent the people who are involved in their life.
Emilia's butterfly flies away, representing how many of the people she loves have left her, from her family to her spirit.
Beatrice stands with her finger out for the butterfly (I'm assuming, her idea of 'They') to land on it, but it never does. It looks like it's about to, but then flies away. This could either be They, or Echidna,

Next, each character is shown as several butterflies fly past, indicating great tragedy.
Each character has a different reaction to these tragedies
Echidna just quietly stares as the butterflies fly past.
Emilia falls deeper and deeper into despair the more lives are lost.
Ram's face softens in sadness
And Beatrice - her kind soul can not deal with the pain of all the deaths. So to cope, she holds onto one life and keeps it close to her chest, keeping the idea of Mother and waiting for They in her heart. She brings the butterfly close to her chest, and therefore in her heart.

Then, all the butterflies are shown to fly past Echidna, but then suddenly stop. I believe that this is likely Echidna's goal, or at least Echidna's original goal (because in the WN, it has been hinted that the tea party Echidna that Subaru met was a cold, sociopathic version of the real Echidna... Because why else would the Echidna that Subaru saw in the tomb look so different, and why else would the bits and peices of Echidna's story told by the WN sound so sad and caring...)
I think Echidna wants to put an end to all these tragedies and prevent anyone from dying. I think she wants to stop death as a concept entirely and bring immortality... I think it might not even be just for herself, but for everyone. Maybe, she even wants to stop suffering entirely, but I have not enough evidence to back that up...
